It appears that a pro-licensing tendency is in force even if not publicly announced, per this article  http://ticc.blogspot.com/2009/08/by-david-adams-times-latin-america.html

Most importantly, I believe the White House is on the verge of announcing licenses for non-tourist travel, as it had originally planned to do in April.  

To offset the influence of opponents of educational travel like Senator Menendez, please let the White House know how you feel about its delay through the web site of the Office of Public Engagement http://www.whitehouse.gov/ope/contact/
